Update a single procedure (and replace its steps if provided)

Updates one procedure on the agent. Use this to rename a workflow, revise its description, or replace the ordered steps that guide the agent during conversations. If a steps array is included, it replaces the procedure’s existing steps; other procedures are not changed.
